Prepare the Filling:
In a skillet, cook ground meat with onion until browned. Season with salt, pepper, and Worcestershire sauce. Remove from heat and stir in shredded cheese. Let cool slightly.

In a large bowl, mix mashed potatoes, egg, flour, garlic powder, onion powder, salt, and pepper. The mixture should be firm enough to shape—add more flour if needed. -
